Vaigaga Primary School Redevelopment – Samoa
Client: Ministry of Natural Resources and Environment (MNRE) Funding Partner: World Bank

Project Description
OSM Consultants, in association with Beca NZ, successfully delivered civil engineering and structural engineering services for the complete redevelopment of Vaigaga Primary School. A flagship government infrastructure project designed to provide safe, modern, and climate-resilient learning spaces for Samoa’s future generations. The scope involved the demolition of the existing two-storey school and the construction of two new two-storey classroom buildings, two gender-specific toilet blocks, and a one-storey administration facility, supported by car park and associated civil works. OSM acted as project manager and contract manager, overseeing every stage from geotechnical investigations and stakeholder consultations to procurement, contract administration, and construction supervision. In close collaboration with MNRE, the Ministry of Education, and the Vaigaga School Committee, OSM facilitated a participatory design process that incorporated community needs into practical, functional, and resilient infrastructure solutions. Through advanced virtual coordination and rigorous health and safety management, the project met stringent international standards within an accelerated six-month timeline. This high-impact public building now stands as a model for sustainable development in the Pacific, built to withstand Samoa’s environmental challenges while enhancing educational outcomes. The successful delivery of the Vaigaga Primary School demonstrates OSM’s ability to combine technical excellence, strong stakeholder engagement, and efficient resource management. It also reinforces our reputation as a trusted partner for international donors such as the World Bank, ADB, MFAT New Zealand, and DFAT Australia, as well as local government agencies including MNRE and MWTI. By integrating climate resilience, innovation, and quality assurance into every stage, we ensure each project contributes to lasting community benefit.
