Technical Assistance

OSM Consultants was honored to contribute to the World Bank–financed Technical Assistance program dedicated to strengthening the resilience of public buildings in the Pacific. As a trusted name in civil engineering and structural engineering, OSM was engaged as a subconsultant to conduct comprehensive engineering inspections and field data collection for 360 buildings across 35 public facilities, including secondary schools and health facilities that are located on the islands of Upolu and Savai’i in Samoa. In our part of role as both project manager and contract manager, OSM coordinated with key government infrastructure stakeholders, including the Ministry of Works, Transport and Infrastructure (MWTI), Ministry of Education, Sports and Culture (MESC), and Ministry of Health (MOH). Our responsibilities included detailed survey planning, the preparation and submission of a formal survey plan, and the facilitation of both formal and on-the-job training for government officials to strengthen local technical capacity in climate resilience and infrastructure assessment. Our structural engineering inspections were carried out using advanced digital recording and data management tools, enabling precise documentation of building conditions, structural vulnerabilities, and recommended mitigation measures. This data provided the Government of Samoa and the World Bank with evidence-based insights to prioritize investments in resilient infrastructure and improve government infrastructure planning for future generations. OSM’s involvement went beyond inspections, we provided technical advice on construction materials and practices suited to Samoa’s environmental conditions, ensuring that proposed solutions would stand the test of time.  By combining technical excellence, efficient project management, and close collaboration with stakeholders, OSM has reinforced its position as a trusted leader in civil engineering, structural engineering, and the delivery of climate-resilient infrastructure solutions across Samoa and the wider Pacific.
