Project Description
OSM Consultants was commissioned by the Samoa Prisons and Corrections Services to manage both the project and contracts for the new Tanumalala Prisons facility, a significant government infrastructure undertaking focused on delivering security, durability, and climate resilience in line with international standards. Situated on a challenging 20-acre site with difficult terrain, OSM applied innovative civil engineering solutions to re-size twelve dormitory cell blocks and optimize cut-fill earthworks in hard basalt rock. This approach enabled the project to maintain its timeline despite wet-season constraints, demonstrating OSM’s ability to deliver practical and adaptive infrastructure solutions in complex environments. The facility includes male, female, and remand dormitories averaging 8 meters wide and extending 40 to 50 meters in length. OSM also supervised the construction of critical public buildings such as the Warden’s Offices, 18-meter-high watchtowers, a 4-meter-high reinforced block wall perimeter fence, a centralized Administration Building, and a High-Risk Cell Block. Every element was developed with strict adherence to structural engineering best practices, ensuring long-term durability and safety. Completed within 18 calendar months and valued at over WST 15 million, the project highlights OSM’s expertise in managing large-scale government infrastructure developments in Samoa and the broader Pacific region.
